The Jammu and Kashmir Government has ordered a major administrative reshuffle involving 136 officers of the Jammu and Kashmir Administrative Service (JKAS), with transfers and fresh postings across several key departments and districts.

The transfers have been ordered by the General Administration Department (GAD) with immediate effect through Government Order No. 1463-JK(GAD) of 2026, dated September 1, 2026.

Among the significant changes, Shahbaz Ahmad Mirza, JKAS, presently serving as Member of the J&K Special Tribunal, has been transferred and posted as Secretary, J&K Public Service Commission, against an available vacancy.

Gulzar Ahmad Dar, JKAS, Special Secretary to the Government in the Planning, Development and Monitoring Department and under orders of transfer as Additional District Development Commissioner, Kupwara, has instead been posted as Special Secretary to the Government, Cooperatives Department.

Rifat Kohli, JKAS, Special Secretary in the Housing and Urban Development Department, has been appointed Chief Operating Officer, Himayat, while Bhumesh Sharma, JKAS, Secretary of the J&K Advisory Board for Development of Kisans, has been posted as Secretary, J&K Advisory Board for Development of Pahari Speaking People.

Senior-level postings across key departments

The order also makes several important changes at the senior administrative level.

Khalid Majeed, JKAS, awaiting adjustment in the GAD, has been posted as Special Secretary, School Education Department, while Kanta Devi, JKAS, Regional Director, Survey and Land Records, Jammu, has been transferred as Special Secretary, Health and Medical Education Department.

Rajinder Singh, JKAS, Special Secretary, Agriculture Production Department, has been moved to the Department of Disaster Management, Relief, Rehabilitation and Reconstruction.

Sanjay Gupta, JKAS, Additional Secretary, Mining Department, has been posted as Additional Secretary, Forest, Ecology and Environment Department, while Amarjeet Singh, JKAS, Special Secretary, Hospitality and Protocol Department, has been appointed Additional District Development Commissioner, Poonch.

Pankaj Gupta, JKAS, Additional Inspector General of Registration, Jammu, has been posted as Regional Director, Survey and Land Records, Doda, while Gulzar Ahmad Bhat, JKAS, Administrator, Associated Hospitals, Srinagar, has been appointed Additional District Development Commissioner, Pulwama.

Changes in development, taxation and urban administration

The reshuffle also covers a large number of officers handling development, taxation, rural administration and urban bodies.

Namrita Dogra, JKAS, Additional Commissioner, State Taxes, Jammu, has been posted as Regional Director, Survey and Land Records, Jammu.

Anju Gupta, JKAS, Additional Transport Commissioner, J&K, has been appointed Additional Inspector General of Registration, Jammu, while Ghulam Rasool, JKAS, Special Secretary, Revenue Department, has been posted as Additional District Development Commissioner, Kupwara.

Jogindera Singh Rai, JKAS, Special Secretary, GAD, has been appointed Managing Director, J&K Agro Industries Development Corporation.

Rifat Aftab Qureshi, JKAS, Additional District Development Commissioner, Srinagar, has been posted as Director, Command Area Development, Kashmir, while Rajneesh Gupta, JKAS, Chief Operating Officer, Himayat, has been transferred as Special Secretary, Hospitality and Protocol Department.

Dr. Fayaz Ahmad Banday, JKAS, Director, Command Area Development, Kashmir, has been posted as Director, Urban Local Bodies, Kashmir.

Tourism, rehabilitation and welfare departments also affected

Basharat Hussain, JKAS, CEO/Secretary, J&K Khadi and Village Industries Board, has been posted as Chief Executive Officer, Tourism Development Authority, Rajouri.

Vinod Kumar Behnal, JKAS, Additional District Development Commissioner, Kishtwar, has been appointed Executive Director, J&K Rehabilitation Council, Social Welfare Department.

Tahir Firdous Dutta, JKAS, Additional Commissioner (Central) in the office of Financial Commissioner (Revenue), has been transferred as Special Secretary, Forest, Ecology and Environment Department.

Vishal Sharma, JKAS, Special Secretary, Hospitality and Protocol Department, has been posted as Regional Director, Survey and Land Records, Rajouri.

Tazayun Mukhtar, JKAS, CEO, Urban Development Agency, Kashmir, has been transferred as Secretary, J&K Sports Council, while Dhananter Singh, JKAS, Special Secretary, Health and Medical Education Department, has been posted as Additional Commissioner, State Taxes, Jammu.

Further reshuffle of JKAS officers

The order moves officers across the Estates, Industries and Commerce, Labour, School Education, Rural Development, State Taxes and Health departments, among others.

Rakesh Kumar, JKAS, Deputy Commissioner, State Taxes (IT, Data Analytics and Economic Intelligence), Jammu, has been posted as Special Secretary, Estates Department.

Dr. Zahoor Ahmad Magray, JKAS, Joint Director, Industries and Commerce, Kashmir, has been appointed Additional Commissioner in the office of Divisional Commissioner, Kashmir.

Masarat Hashim, JKAS, Deputy Labour Commissioner (Central), J&K, has been posted as Administrator, Associated Hospitals, Srinagar.

Ghulam Nabi Bhat, JKAS, Additional Secretary, Agriculture Production Department, has been posted as Deputy Commissioner, State Taxes (Recovery), Kashmir.

Anil Salgotra, JKAS, Joint Chief Electoral Officer, has been posted as Joint Director, School Education, Jammu, while Veedushi Kapoor, JKAS, Additional Secretary, Civil Aviation Department, has been moved to the Revenue Department.

Changes in rural development and tourism administration

The reshuffle extends to field-level and developmental assignments across Jammu and Kashmir.

Raj Mohammad, JKAS, has been posted as Director, Land Management, Srinagar Development Authority, while Sumera Shamim, JKAS, Director, Land Management, SDA, has been appointed Joint Registrar, Cooperative Societies (Special), Kashmir.

Afshan Masood, JKAS, Secretary, J&K Advisory Board for Development of Other Backward Classes, has been transferred as Joint Director, J&K Institute of Management, Public Administration and Rural Development (IMPARD).

Mohammad Aslam, JKAS, Registrar-cum-Controller of Examinations, SKIMS, Soura, has been posted as General Manager, DIC, Ganderbal.

Virender Kumar Manyal, JKAS, CEO, Tourism Development Authority, Patnitop, has been transferred as Joint Registrar, Cooperatives (Banking and Finance), J&K, while Rakesh Dubey, JKAS, has been appointed the new CEO of the Tourism Development Authority, Patnitop.

Tariq Hussain, JKAS, CEO, Tourism Development Authority, Gulmarg, has been transferred as Registrar-cum-Controller of Examinations, SKIMS, Soura, Srinagar.

Appointments in taxation, employment and social welfare

Several officers have also been shifted to State Taxes, employment, rural livelihood and social welfare assignments.

Alyaz Ahmad Naisroo, JKAS, Deputy Commissioner, State Taxes (Appeals-II), Srinagar, has been appointed CEO, Tourism Development Authority, Gulmarg.

Fareed Ahmad Kohli, JKAS, Joint Director, Geology and Mining, Jammu, has been posted as Programme Officer, ICDS Project, Poonch, and will additionally hold the charge of CEO, Tourism Development Authority, Poonch, until further orders.

Sudhir Bali, JKAS, Additional Secretary, Disaster Management Department, has been posted as Member, J&K Services Selection Board.

The order further assigns officers to the Gujjar and Bakerwal Advisory Board, Higher Education, ICDS projects, School Education, Handlooms and Rural Development.

Large-scale junior JKAS reshuffle

The Government has also made extensive transfers involving Junior Scale JKAS officers, with many officers being posted to different departments or having their services placed at the disposal of other departments.

Among the postings, Neha Sharma, Jr. Scale JKAS, has been appointed Administrative Officer, Government Medical College, Jammu, while Mohammad Iqbal Mir, Jr. Scale JKAS, has been posted as Under Secretary, Cooperatives Department.

Waheed Ahmed has been posted as Under Secretary, Health and Medical Education Department, while Junaid Amin Bhat has been placed at the disposal of the Department of Rural Development and Panchayati Raj.

Further transfers include officers being placed at the disposal of the Social Welfare, Finance, Tourism, Employment, Transport, Industries and Commerce, Food, Civil Supplies and Consumer Affairs, and Rural Development and Panchayati Raj departments.

Among the final batch, Shashank Padha has been posted as Under Secretary, Housing and Urban Development Department; Hidaitullah Mir as Under Secretary, Forest, Ecology and Environment Department; and Pankaj Sharma as Under Secretary in the J&K Services Selection Board.

The final portion of the order includes postings and departmental placements for officers including Kuldeep Kumar, Mohd. Irfan, Shefali Bhagat, Aamina Lateef, Sunil Kumar and Dharam Paul.

Officers relieved with immediate effect

The Government order states that all the officers covered by the order shall be deemed to have been relieved immediately from their respective places of posting.

The order has been issued by the General Administration Department, Government of Jammu and Kashmir, and is signed by M. Raju, IAS, Commissioner/Secretary to the Government.

The extensive reshuffle is expected to bring changes across key administrative, developmental, revenue, taxation, tourism, education, social welfare and rural-development assignments throughout Jammu and Kashmir.
