BJP Spokesperson and Convenor, International Affairs, Gaurav Gupta on Monday met the Divisional Commissioner, Jammu, Shri Ramesh Kumar, IAS, and raised serious concerns over the long-pending issues stemming from the classification and implementation of “Ghair Mumkin Khad” in Jammu, which he said continue to cause hardship to genuine landholders.
Gupta informed the Divisional Commissioner that residents across multiple districts are grappling with procedural hurdles, inordinate delays in statutory clearances and ambiguity in land records, leading to widespread distress. He pointed out that while the policy was introduced to bring clarity on State land, its execution has often resulted in avoidable complications, adversely affecting public confidence and slowing development activities.
Terming the prolonged pendency a matter of serious concern, the Gupta said that unresolved Ghair Mumkin Khad cases have halted infrastructure projects and private development works, underscoring the need for a scientific, transparent and people-oriented solution.
During the meeting, Gupta was informed that Govt has now formed a cabinet sub-committee under the chairmanship of Deputy CM Surinder Choudhary including with ministers for the same who is looking after the matter for further consideration and approval is awaiting. It was conveyed that once direction were passed, corrective measures would be initiated in a structured and time-bound manner.
Gupta stated that he has been consistently flagging the Ghair Mumkin Khad issue before senior authorities to ensure a practical, transparent and citizen-friendly governance framework. He urged the administration to fast-track the finalisation and implementation of the proposed Memorandum of Understanding (MoU) and issue clear directions to streamline procedures so that genuine cases are resolved without delay.
He also pressed for the early delineation of Ghair Mumkin Khad, Daryas and Nallahs, pointing out that vast stretches of public and private land have been recorded under this category, restricting alienation and causing severe inconvenience to landowners. Gupta requested the Divisional Commissioner to convey the growing public concern to higher authorities and ensure early redressal.
Emphasising the need for action on the ground, Gupta called for the expeditious signing of the MoU with the Survey of India to facilitate the commencement of the delineation process. Expressing optimism, he said that under the dynamic approach of the Divisional Commissioner and with timely approval from the Deputy Chief Minister, the long-pending Ghair Mumkin Khad issue would move towards a meaningful, people-centric resolution in the larger public interest.
